The Coadunate Galactic Milieu, more commonly known as the "Galactic Milieu" or just the "Milieu", is the federation of six operant races of this galaxy. It is ruled by the Concilium, to which each race contributes Magnates - the most potent operant minds of their respective cultures.
As of Earth year 1990, Atoning Unifex informed Rogi that the Milieu contained two hundred thousand million entities on thousands of worlds shared between the five races that then comprised this galactic government. 250,000 other races existed within the Milky Way galaxy, and 6,000 of these had high civilizations of technology and metapsychic abilities, including humanity, which was at the time the most likely candidate for induction.
